Describe the bug

ARC Toolkit compares foreground text with the incorrect parent background color. ARC compares the text with a parent container's background color which is not visually rendered on the page.

To Reproduce

  1. Go to Santa Fe Opera homepage
  2. View Large text has insufficient color contrast issues
  3. View the <h4> flagged

Expected behavior

ARC compares the foreground text with the appropriate parent background color. If a parent element has a level of reduced opacity, compare the foreground text with the parent container's background color through the transparency level set by the intermediate background with a transparency level.
