Upgraded Mekanism machines quests get completed with just one of them

Describe the issue
Getting the upgraded version of a Mekanism machine, basic, advanced or elite, not only completes the quest of the machine itself, but all the other machine quests with the same upgrade tier. For exaple, getting a Basic Infusing Factory completes the Basic Combining Factory, Basic Crushing Factory, and so on, without effectively ever obtaining the latter machines. Except the Precision Sawmill.

The precision sawmill ones would have gotten completed if you made the first tier.

The issue is an NBT issue, in that the quests should read the recipeType NBT (while ignoring mekData), which they currently do not.

The reason this doesn't affect the first tier is because for those (machineblock2), the recipeType is set via metadata, while for the other tiers (machineblock), the machine tier is set via said metadata
