Since the queue should autofill the fireteam if someone leaves,
I want us to implement a queue whitelist flag that will let whitelisted users to join in queue even if the fireteam isn't full.
This will allow people with experience to fill the fireteam in the event of it not being full but not taking spots from new people.
We should also evaluate how to make them autojoin fireteam when slots free up, but not take spots from others...
