There is no sound of rain

When the "Stellaris" mod is installed, which includes the "SkyAesthetics" mod, there is no rain sound and no render.
If you install the SkyAesthetics mod version 1.6.1 separately, everything is fine.
If you upgrade to 1.7.0, the problem returns.
The problem is with version 1.7.0, which is included in Stellaris or if it is installed separately.

I can confirm this. Executing /weather rain causes it to rain but there is no render or sounds to indicate it. Also during thunderstorms lightning will strike but no rain is rendered.

This happens on version 1.21.1 of NeoForge.
Only two mods are installed for the test.
Stellaris 1.3.19 + Sky Aesthetics 1.7.0.
If you enter /weather rain 1d in the creative.
Rain is not rendered and there is no sound of it.
