Build Password Recovery OTP Step

What to build

Build the OTP verification step for Password Recovery. It should reuse the mock Phone Verification behavior rather than creating a separate OTP path.

Acceptance criteria

• The user can submit an OTP during Password Recovery.
• Invalid OTP shows a clear error.
• Valid OTP advances to new password entry.
• Resend OTP is available.
• The OTP behavior is shared with registration where practical.
• npm run build passes.
