What to build

Build the first Password Recovery step where a Resident enters the phone number associated with their Resident Account.

Acceptance criteria

• The user can open Password Recovery from sign-in.
• The screen accepts a phone number.
• Unknown phone numbers show a clear error or safe recovery message.
• Known phone numbers advance to OTP verification.
• The flow does not reveal sensitive account details.
• npm run build passes.
