Add Active Home Switcher

What to build

Add a UI affordance for approved Residents with multiple Homes to change the Active Home. The current Home should be visible and switching should update home-scoped resident-only data.

Acceptance criteria

• Approved Residents with multiple Homes can open a Home switcher.
• The current Active Home is visible.
• Selecting a different Home updates the Active Home.
• The selected Home is remembered for future sessions.
• Single-Home residents are not forced through unnecessary selection UI.
• npm run build passes.
