What to build

Add a mock mechanism to simulate Building Management approving or rejecting Residency Evidence. This is not a full admin dashboard; it exists to make pending account flows demoable and testable end-to-end.

Acceptance criteria

• A pending request can be marked approved in mock data/state.
• A pending request can be marked rejected with a reason.
• Approval creates or activates a Resident Home Link.
• Rejection keeps the user in the pending/rejected flow.
• The implementation does not present itself as a production admin workflow.
• npm run build passes.
