test: fix failing agent-specialization suite assertions

Full safe suite now fails at tests/test_agent_specialization.sh.

Observed

• Suite position: 7/12
• Tests run: 13
• Passed: 9
• Failed: 4
• Failing checks:
  1. Specialist assignment
  2. Multiple specialist types
  3. Phase-based coordination
  4. Agent claiming by specialty

Impact

Pipeline still exits early and cannot reach later suites.

Proposed fix

• Reproduce failing assertions locally
• Apply focused update for current CLI/enforcement behavior
• Re-run suite and full pipeline
