Sometimes the original video cannot be uploaded by the Telegram and it errors out.
Doing something like this would provide a workaround for the user:
FxTwitter returns formats key for videos which is an array of all available formats, including the original.
Not sure about other services - I doubt they provide transcoded variants.
Edit: e621 provides alternatives in sample and preview arrays.
Usually Telegram declines video upload above 20MB so trying to pick a file below is the play.
