validation on docket number

if the docket number is too short or doesn't fit the format it produces an error - feels like we should resolve this before it can be published

emailed with Matt Brooks GBLS 6/29 - docket number validation/ court selector is not necessary but is a feature
likely need to add in manual court drop down and work on smart docket number more - requires fall back if it doesn't work
