"Can't send to this email: " #317
Description
Somehow blank / empty emails are getting added to the submitted filings DB. So we can't forward the court responses to users with the context they should have. Thought we had checks on that, but they must not be set for some reason.
Should:
- add a server side check on the efile proxy to ensure that every transaction has an email.
- seems to have been coming through the petition to seal interview (should confirm, filed into a housing court), so see if we can make sure the email isn't optional in that interview.
