Simplified Development Environment #6

Inherited from SpamTagger-Plus issue.
Investigate options for a development environment. For the time being I'm just installing my standard tools on top of the standard images within Distrobox. This is able to seemlessly have access to my SSH and GPG keys as well as my Neovim configs, so it's actually pretty great already.
A different tagged version (ie. spamtagger-plus-10-dev) which already had those tools installed would simplify things further, but I'm not sure it is worth building the additional images just for me since anyone else is unlikely to want the exact same tools.
