Show effort-level and percentage-complete in dashboard

• Show degree of difficulty in dashboard via thicker bars for more difficult features, as measured by column E, "Effort Level," in the spreadsheet
• Show percentage complete for the "in progress" features (depends on adding a new column to the spreadsheet). This percentage should show up either on mouse-over or by shading the color of the bar in some way.

Hey @kfogel, I think this depends on you and I making some changes to the spreadsheet, so I'm asking @pjsier to hold off for now.

@jvasile Effort Level is included in the spreadsheet, but it doesn't look like percentage complete is currently included. Should I hold off on this until that's added or go with placeholder values?
