flowlens Python bindings

Build

cmake -S .. -B ../build-py -DFLOWLENS_BUILD_PYTHON=ON -DCMAKE_BUILD_TYPE=Release
cmake --build ../build-py
pip install -e .
pytest

The extension lands in flowlens/ during the CMake build, so it must be built before installing.
