Names approved via `reexports_allow` no longer have to be documented locally; the docstring requirement stays with the owning package. This relaxes `run_api_docs`, so it cannot newly fail any consumer. - #61 — `compat: drop the unregistered SafeTestsets 1.x major`. **Minor**, matching this repo's convention (2.10 → 2.11 → 2.12 each carried a behaviour change of this kind). No exported or `public` name is added or removed.
