change the SPARC project duration

The Duration currently reads "2018–2021," which implies the project is a
closed/past grant. This is an ongoing project and the fixed end date is
misleading.

Requested change: update Duration to reflect that the work is ongoing.
Options:

• "2018–present"
• "2018–ongoing"
• update to the current funding period end date if there is one
