Would pre-action Decision Receipts help Watchers audit consequential actions? #5

Hi - ClawKeeper sits close to the boundary we are trying to validate: safety protection before or around consequential OpenClaw agent actions.

We are testing a small OpenClaw-style pre-action receipt pattern:

The pattern is:

proposed action -> Action Card -> Decision Receipt -> runtime/plugin-owned execution

I read ClawKeeper as helping protect agents through Skills, Plugins, and Watchers. The receipt layer is meant to answer a narrower pre-action question:

What was proposed, under what authority/evidence/policy/risk posture, and what route was returned before execution?

Question:

For a safety layer like ClawKeeper, would a refs-only Decision Receipt be useful before a Watcher blocks, rewrites, escalates, or allows a consequential action?

If yes, where would you expect it to sit?

  • before_tool_call
  • before_dispatch
  • inside a Watcher decision
  • after the fact in the audit/trace layer only

Boundary: this is an external proof and validation question only, not an official OpenClaw / ClawHub integration, listing, approval, partnership, endorsement, or request for ClawKeeper to adopt Neura.
