Support MCP tools caching

Describe the Problem

When listing tools, cache should be enabled and evicted when case consumer want.

Note: It should use similar approach for what is already in place for token caching

Hey @NicoleMGomes! I'd like to work on this one.

I've implemented the caching support for list_mcp_tools(). Here's what I did:

• Added CacheOptions(ttl, max_size) — pass it to list_mcp_tools(cache=...) to enable caching
• Results are cached in-process with TTL-based expiry (default 600 s)
• cache.evict() lets you force a fresh fetch when tools change on the server
• LRU eviction when max_size is hit, so memory doesn't grow unbounded
• 19 unit tests, all passing
