wait time distribution for TNC single and TNC share

TNC_single_waitTime_mean and TNC_shared_waitTime_mean in the constants.yaml is different from what are used before (see https://github.com/SANDAG/ABM/blob/ABM3_develop/src/main/resources/sandag_abm.properties#L233C29-L233C49). How are the values be updated?
