Allow for custom VC timeout up to permanent #10

Managed VCs can have a custom value set which determines how long a VC can be empty until it is deleted. This value can also be set to -1 which will mean that the VC will be permanent.
Refer to issue #11 for how configuration of these settings is supposed to work.
