Add support for IBM CAM

• Transform a Specification into camtemplate.json and camvariables.json
• Create a new Terraform (HCL format) template in CAM if one does not exist for a particular source repository (based on a recently pushed branch)
• If a template instance already exists, perform a Terraform plan based on the current values. If the plan results in no modifications, update the values of the template instance. Otherwise, TODO
• Create a Github issue when a deployed VM is removed from vSphere. Before creating the issue, confirm if the resource still exists in CAM. In case it doesn't, ignore the change.
