Subject: [PATCH] fix(deps): update build-tools submodule to trigger image
 rebuild

RHCLOUD-50034
Update insights-frontend-builder-common submodule to latest (d5c88bf).
This triggers a Konflux pipeline rebuild that pulls the latest
caddy-ubi base image (per MR !486), resolving remaining GovCloud CVEs
in the runtime container layer.
