[Issue]: Can not find "vector_functions.h" when try to manually compile the pytorch3d

Problem Description

Try to compile the pytorch3d on Ubuntu server with ROCM on it. However, the "vector_functions.h" file of official CUDA library can not find in Hip when compile.
