Issue details

Shells created on gen2/networking template fails during discovery process due to dependencies error:

Log:

QsPythonDriverHost_56736.log
InstallRequirements_23648.log

Steps to reproduce

1. Using Shellfoundry create shell based on some networking templates (e.g. gen2/networking/wireless-controller)

2. Install this shell to CloudShell

3. Create resource on this shell and perform autoload

Expected Result:

Resource successfully created

Actual Result:

Resource failed with error
