Create Section for Submitting Changes with "Claiming Issue" as child

Create Guidance in CONTRIBUTING.md for suggesting a change.

Steps

1. Start with an issue # Create 1-2 sentences explain that all suggestions should start with an issue. Also, specify that you would like to work on this project

There should also be a section for adding your changes and what is expected...

This should include tests and ensuring that python package versions are correct.

Clarification....

Currently Claiming an Issue is a h2 (##) section... It should be h3(###) and under the "## Making Changes"
