Add setup.py to make package installable via pip

This is the best and simplest library I've seen for quickly creating Python choropleths; it'd be a big help if it were a true package and thus includable in a vritualenv's requirements, etc.

I'm working on a major update, hopefully to be finished soon, and will make it installable then.
