asap-summary-ingest: support hot-reload of pipelines without downtime

asap-summary-ingest should be able to add or update sketch-building pipelines at runtime when asap-query-engine discovers new queries to accelerate, without restarting or dropping data.

Note: asap-summary-ingest implementation is being reworked — exact mechanism TBD.
