asap-query-engine: programmatic control of asap-summary-ingest pipelines

asap-query-engine should be able to create, update, and delete asap-summary-ingest pipelines at runtime without manual intervention, as a prerequisite for end-to-end auto-discovery.

Note: asap-summary-ingest implementation is being reworked — exact integration mechanism TBD.
