Goal

Bootstrap a framework for the Monetary Authority of Singapore's FEAT principles — Fairness, Ethics, Accountability, Transparency — for AI/data analytics in financial services.

Open question to discuss in this thread: location.

  • `international/mas_feat/v1/` (treats it as a jurisdictional regulator)
  • `industry_specific/bfs/v1/mas_feat/` (treats it as a vertical guidance under BFS)

I lean toward `industry_specific/bfs/v1/mas_feat/` because FEAT is explicitly scoped to financial services and pairs naturally with the existing BFS policies. Open to the other view.

Why this matters

APAC financial-services supervision is moving faster than US/EU on AI-specific guidance. MAS FEAT is the canonical reference and banks subject to MAS oversight need executable rules. This is the highest enterprise-pull framework still missing from GOPAL.

Acceptance criteria

  • Package scaffolds for the four FEAT pillars (or a single composite package with sub-rules — author's call)
  • Metadata blocks reference MAS Information Paper on FEAT (Nov 2018) and follow-up papers
  • Test stubs cover default-deny for each pillar
  • `docs/coverage/mas-feat.md` exists
  • One runnable example under `examples/mas-feat-credit-decision/` (or similar)
  • `opa check`, `opa test`, `regal lint` all pass
