Objective

Initialize Phase-3/4 work for KPI reporting, policy hardening, and reusable baseline packaging.

Phase-3 tasks

• Add weekly KPI digest automation with cycle/lead/rework/failure/evidence metrics.
• Validate branch protection requirements for human approval and required checks.
• Define regression tracking metric for monorepo slices.

Phase-4 tasks

• Prepare reusable baseline-lite package components from current governance setup.
• Document monorepo overlays and exceptions for slice-specific workflows.

Acceptance criteria

• KPI digest pipeline is documented and testable.
• Protection policy is explicit and enforceable.
• Baseline-lite package checklist is complete for future repo rollout.
