[Feature]: Ender dragon fight vote system

Feature?

• This feature would be for multiplayer servers only and should not work in singleplayer.
• The idea is that on a server, users are capable to vote for one or multiple dates to do the fight of the ender dragon, and when a date as been picked by 75% of all users that logged on the server in the past 7 days and the date is in at least one week, then the date is chosen to open the end.
• When an opperator logs in after that, he will recieve a message in the chat saying that the vote is over and give him the date that was chosen, he will then proceed to use a command to choose at which hour the end will open.
• Before the end opens, ender eyes can not be used to find the stronghold and the eyes of End Remastered if it is installed can not be placed in the end portal frames until the date and hour chosen are past.
