Reviewer rubric and accountability rules

Draft reviewer rules for v0.1.\n\nQuestions:\n- What does a reviewer attest to?\n- What do they not attest to?\n- How do we handle conflicts?\n- What happens when later reproduction fails?\n- How do we keep review lightweight without making it gameable?\n\nGoal: make review serious without making it bureaucratic.

This is intentionally early. I want this issue to pressure-test what reviewers are actually attesting to, what they are not attesting to, and how conflicts/disputes should work.

Most useful feedback:

1. What should a reviewer never be responsible for?
2. What conflict rules are missing?
3. What reviewer behavior would make the system easy to game?
4. What is the smallest credible v0.1 reviewer process?
