Add MySQL Workbench, MySQLTuner, Sequel Ace, MOCO, and Vultr Managed Database for MySQL

- MySQL Workbench: Oracle's official GUI for MySQL (software)
- MySQLTuner: Perl configuration/health-score advisor for MySQL, MariaDB,
  Percona Server, and Galera (software)
- Sequel Ace: native macOS database manager, successor to Sequel Pro (software)
- MOCO: Cybozu's Kubernetes operator for MySQL replication (software)
- Vultr Managed Database for MySQL: SOC 2 Type II managed MySQL hosting (saas)

Adds "Vultr" as a cloud-providers facet value in data/taxonomy_schema.yaml
and RESOURCES.md, since none of the existing values covered it.

+MOCO deliberately avoids MySQL group replication, which it considers to have too many operational limitations, and instead orchestrates clusters of one to five standard MySQL instances with GTID-based semi-synchronous replication. It allows writes only to a single primary at a time, configures loss-less replication with enough replicas to make writes safe, detects and excludes replicas with errant transactions, and can switch the primary quickly on failure or restart. It also manages backups, point-in-time recovery, and MySQL version upgrades.
