Report Blind / Tilt position in Manufacture Data #21

Current Situation
To get the position a BLE command is required to request it
Proposed Change
Add the position value to the Manufacture data along with the battery state, like the Curtain does in the Service data.
Additional Context
If the position data is in the Manufacture data then it would be readily available and not require a time consuming command to be sent.
The Curtain bot works really well like this, so I would be really grateful if this could be added to the Blind / Tilt as well.
