Transition from UEFI based Capsule update to OS based CFU

This enhancement encompasses researching OEM usage of capsules, issues that may be encountered in the transition, scoping the effort an OEM may require, and implement on one of the ODP open HW platforms to demonstrate updates that no longer rely on capsules.
