Use a single source as the lookup target for CIEL Bridge that starts from the full WHO ICD-11 dataset and is kept updated with the subset of ICD-11 titles present in CIEL.

Requirements

• Initialize the lookup source with all ICD-11 data available from WHO.
• Update/refresh the same source by adding/updating all ICD-11 titles that exist in CIEL (ICD-11 codes present in CIEL mappings).
• Ensure the lookup source includes both:
  • the full WHO ICD-11 baseline, and
  • everything currently present in the source after updates (no data loss on refresh).

Acceptance criteria

• The lookup source starts with the full WHO ICD-11 dataset.

• Existing content in the lookup source remains intact after the refresh (no unintended removals).
