Build 4.4.196 Start button on top of Windows icon on install #2404

Stand alone Install automatically places start button on top of windows icon in task bar instead of far left corner

To reproduce
Install Open Shell Build 4.4.196 Standalone without Classic Shell 4.3.1 already installed. Even with Classic Shell already installed the outcome is the same with the start button placed on top of the Windows Icon. Even if you move the task bar icons to the left or middle it stays on top of it disabling use of it.
Expected behavior
Expect it to install start button to appear by itself and not on top of any other icon.
