Manage Solution Dialog does not add `device:` for additional image if selection is Start Processor

Current behavior, Steps to reproduce and Expected behavior

Seen with nightly build: 1.68.1-28-20260715, not confirmed if present in latest published release.

• Use a multi-core project.
• Add an additional image via the Manage Solution Dialog.
• Make sure a debugger is selected so that the Start Processor is defined.
• Observe how the images: content changes when you switch between Start Processor selection and an explicit pname.

IIRC, images without a device: apply to all cores. But images: specification doesn't say much about this case and may need an update, too.
