Problem
When the proxy is enabled, Microsoft Store and some Microsoft platform applications may fail to access the network unless they are explicitly included in the application routing rules.
Currently, users must manually add applications one by one, which is inconvenient and error-prone.

Expected Behavior
Provide a "Select All Applications" option similar to the behavior of the UWP Network Isolation Loopback Exemption Tool.
The option should:
- Automatically include all installed applications in the routing rule list
- Allow Microsoft Store and other Microsoft platform applications to function correctly when the proxy is enabled
- Be implemented internally without relying on the external UWP tool
