file_io_tests doesn't work in Debug mode with CUDA=1

currently commented out of particle_diagnostics_time_angle branch, but is still an issue for all the other branches

this is also not an issue for Release mode or RelWithDebInfo mode either

this is not an issue for CUDA=0 because the issue is rooted in a CUDA linking error that only appears in Debug mode

this does not hurt GITR from getting built
