Subject: [PATCH] TA#86177 Upgrade CircleCI config from version 2.0 to 2.1

CircleCI has deprecated version 2.0. This update:
- Changes the global version from 2.0 to 2.1
- Removes the version key from workflows section (not used in 2.1)
