Docker missing dependencies, build scripts incorrect syntax

Did you test these scripts and docker build?

debian docker - python install requires pip setuptools
cd /rust is wrong...

cp /tmp/config.toml . assumes you're running this in /tmp?

Many issues with the docker default debian.
