RULES: Investigate energy limiting.

### Description

There is a new energy limit in competition.  Do not exceed this limit, either by setting the DTI MC or by setting MPU.  Preferred MC.

### Acceptance Criteria

A drive day shows no violation, given we calculate energy correctly.

### Proposed Solution

Change MC setting or implement MPU watchdog.
