Text Advance - issue with mounting at low levels

I have an issue when i press the icon on the mob/objective where it auto paths to the objective it tries to mount if im not in a big city.
And it never works for my low lvl characters i have to manually mount and the press the pathing again. Not sure what "mount not unlocking" is but i do know i dont have mount roulette with just the chocobo in the mount list.
