Add CI coverage for the docs and deployment manifests

Why
The repository ships a large set of runbooks, deployment YAML, and operational docs. A CI check that validates these assets would catch broken examples, stale commands, and malformed manifests before they reach operators.

Acceptance criteria

• Validate Markdown links and code fences in key docs.
• Lint or schema-check Kubernetes manifests in deploy/k8s.
• Fail CI when a referenced command or file path is no longer valid.
