The feature has been merged, submitting this for test verification/sign-off for rc 2.1. From the feature #2069

This PR adds support for configuring intermediate bridges on any PF or VF owned by the host to aid packet steering by OVN custom flows.

This is blocked until we deploy 2.1 at one of the QA sites (there are some discussions related to this).
