`ProgramOptions` should be a strict superset of `LinkerOptions`

LinkerOptions.verbose exists but not ProgramOptions

When working on #1355 I noticed that ProgramOptions cannot be a superset. For example NCRTC does not offer tuning the verbosity (very odd!). So perhaps this issue should be closed as "will not do" instead.
