Applied to this document that expands every instance, because 11 paragraphs use the term and not one uses it twice. The abbreviation was never doing any work. So the term is now written out everywhere, and "(E&I)" survives only at the definition in the introduction, where it keeps the abbreviation on the record for the conformance suite, the open questions register and the companion articles, all of which use it. The alternative was repeating "Economy & Information (E&I)" eleven times, which defines an abbreviation the document then never uses.
