It is the reverse — every credit in the system is one, created when two members trade. What is banned is money made any other way, and the line never said so. The line now leads with what a credit is, then closes the routes the structure article already rules out: nothing minted, nothing issued from outside, nothing accrued as interest. Deliberately omits "no reserves," which the structure article also lists, because line 10 requires a deployment to begin collateralized in escrow. Stating it flatly here would contradict it.
